Victorian government releases list of private schools to face budget's payroll tax changes

Victoria's budget will be $100 million worse off after the Andrews government backed down on its a plan to hit fee-paying schools with payroll tax, following pressure from private schools and parents.

The top 60 private schools in Victoria will still lose their exemption to payroll tax, with only schools with annual fees of $15,000 or more set to pay the tax from July 1, 2024.

May's state budget outlined a three-year $422-million plan to remove the payroll exemption for 110 schools with fees of more than $7,500.

It triggered widespread backlash, especially among communities with lower fees schools — Labor MPs have complained privately about the political pressure.

On Thursday, the government confirmed it would set the threshold at $15,000 a year, meaning about 8 per cent of schools would pay the tax.

The independent schools sector and the opposition remain fiercely opposed to the budget measure, which they argue will hurt hard-working families in the midst of a cost-of-living crisis.

Schools still subject to payroll tax includes some of Melbourne's most elite including Scotch College, Xavier College and Methodist Ladies College.

Education Minister Natalie Hutchins said the government had made the change after listening to the community.

"We're making sure exemptions from payroll tax flow to the schools that genuinely need support,'' Ms Hutchins said.

The minister said she expected some schools to absorb the tax while others would have to make changes.

Treasurer Tim Pallas said the budget would lose about $35 million a year over three years.

"We are talking a relatively minor number that is adjusting, now don't get me wrong every dollar counts,'' Mr Pallas said.

"We have taken the view that high fee-paying schools can make a contribution."

He said it was up to schools whether they would pass the extra costs on to parents.

'It's a big relief': Exempted school welcomes change

Oakleigh Grammar in Melbourne's south-east had previously warned the proposed changes to payroll tax would cost the school $700,000 a year, and force it to consider fee increases.

Fees at the private school start at around $9,000 for Prep students, and climb to more than $12,000 for Year 12 students.

Business manager Tim Grandy said the changes announced on Thursday afternoon meant the school would continue to be exempt from payroll tax.

"It's a big relief for our school community," he said.

"Our chairman will be able to sleep at night again."

The Catholic Education Commission of Victoria executive director Jim Miles welcomed the increase in the tax-free threshold but said no Catholic school should have to pay the tax.

"Catholic schools are not-for-profit community services working to provide the best quality education they can for Victorian children, while also remaining affordable and accessible for families who seek a Catholic education," he said.

"Schools subjected to the new tax will face cuts to their learning and teaching programs, building and refurbishment plans, or need to increase fees at a time when cost of living pressures are already biting hard."

'Financial shock' will be felt in affected schools, peak body says

Independent Schools Victoria chief executive Michelle Green said the tax was a "heavy blow" for the affected schools.

"Schools will now have to juggle their budgets and decide if they have to cut educational programs and staff or increase fees to cover the cost," she said.

"It will come as a financial shock to parents from a wide range of backgrounds who are already struggling with cost-of-living pressures.

"We will continue to seek repeal of the tax, while urging the government to minimise its impact on school communities and parents while it exists."

Victorian Shadow Education Minister Matt Bach labelled the change a "humiliating backdown" but said all schools should remain tax-exempt.

"Hardworking families across Victoria will be punished by Labor's schools tax, which will add thousands of dollars to the cost of educating a child," he said.

"School communities should not be the ones to pay for the waste and mismanagement of the Andrews government.

"This is an unfair and regressive tax that the Liberals and Nationals will scrap."
